I only go by the birthplace if there is no reason to assume the athlete's parents weren't permanently there. Here, there is such a reason: her father was a member of the border guard, stationed near the Turkish border.The family was back in Nizhny Novgorod where Galina started her athletics career. Consequently, she must be called Russian.
