He was the son of a Peruvian diplomat stationed in London, later as ambassador in Paris. There, Carlos played tennis (he played the very first match in what would later become the French Open), and captained Racing Club de Paris to the inaugural Franch Rugby championship. He would become a diplomat himself and signed the Treaty of Versailles on behalf of Peru. In 1909 he was invited to join the IOC as member for South America. He has hardly been to Peru but is considered Peruvian in Olympic history.
