In most sources he is still referred to as Louis and as a Frenchman, but he was born in London. He lived in France, had married a Frenchwomen, and competed for the French "Cercle des Sports", but he was still a British citizen in 1900, so we have to class him as British.

At St Louis, Hillman tripped one hurdle in the 400 m, which meant that his time of 53 sec could not be counted as a world record (the record stood at 57.2 sec since 1891). To which it must be added that the race was run over too low hurdles (76 cm in stead of the normal 92!).
Hillman developed the modern hurdle (L-shaped) to replace the T-shape.
The final of the 400m flat was run with all 13 competitors.
He represented the New York Athletic Club in the Club championship. He brought them 15 points on their way to winning that competition.
