In 1960, Kissner was a substitute for the East German pursuit team that represented the unified German team at the Roma Olympics, but in 1964 he defected to the West. This was to have its consequences. In the final in Mexico, West Germany was leading Denmark by over three seconds on the last lap, but when Kissner dropped off the team he seemed to touch a teammate. Probably because of the defection, East German officals protested (although they had noting to gain from this) and the West Germans were disqualified. Initially, they were not even awarded the silver medal, but a month later that medal was awarded after all.
