John Paine had heard from the Olympics in Boston, and decided to compete. But he sailed to Europe and passed through Paris, where his brother lived. Together they competed in the Army pistol and won first and second place. Seeing they totally outclassed the field, they decided that whoever won, would step down in the second event. That is why Sumner is the greater Olympian than his younger brother John.
They also wanted to compete in the 25m pistol, which was for "pistols of usual caliber". Their .22 handguns were not deemed to be "usual" but the Greeks offered to let them borrow .45's.  They decided not to compete.
